Description

The City of Ypsilanti is soliciting proposals for towing services to assist the Ypsilanti Police Department. This Request for Proposal (RFP) outlines the requirements for bidders, including business information, employee details, service availability (24/7), primary service point information, and references. Contractors must be legally established and registered in Washtenaw County and operate within three miles of Ypsilanti. The RFP details specifications for various classes of towing vehicles (Class A through D, Rollback Class A and B) and vehicle types. Bid scoring will consider rate, location, equipment, licensing, cleanliness, and personnel insurance. If awarded, the contractor must adhere to contract provisions regarding definitions, storage, service response, compliance, and records. Compensation will be based on service charges and additional fees, with specific conditions for waivers. The contractor must also provide indemnification and maintain specified insurance coverage, including Worker's Compensation, General Liability, Garage Keepers' Liability, and Automobile Liability. The initial contract term is three years, with possible extensions. This addendum specifies the minimum number of trucks required based on service demand: 4 Light Duty Trucks (up to 10,000 lbs GVW), 3 Medium Duty Trucks (10,001 to 19,500 lbs GVW), and 2 Heavy Duty Trucks (over 19,500 lbs GVW). Bidders must confirm availability and provide details about the types and specifications of the trucks offered. Bids will be evaluated based on Rate (30 points), Location (20 points), Equipment (20 points), License (10 points), Cleanliness (10 points), and Personnel (10 points), for a total of 100 points. Proposals exceeding the minimum truck requirements will receive additional consideration in the Equipment Points category. The bid award will be determined based on Chapter 10 of the City Charter. An estimated 650 annual tows are anticipated, and bidders must provide a pricing structure for towing city-owned vehicles, including a cost breakdown per vehicle type and distance traveled.
