Description
The United States Department of Agriculture (USDA), Food and Nutrition Administration (FNA), Office of Retailer Operations and Compliance (ROC), requires qualified vendors to provide non-personal services in support of retailer investigations. The objective is to reduce fraud, waste, and program abuse within the Supplemental Nutrition Assistance Program (SNAP) by conducting investigations of retailers suspected of committing SNAP fraud, recommending approaches for identifying emerging fraud methods, identifying additional potentially fraudulent retailers, and coordinating with state and local partners when directed. Contractors will be responsible for recruiting and maintaining a cadre of investigators with at least five years of investigative experience, who have successfully completed comprehensive background screenings including citizenship verification, criminal history checks, and drug tests. Investigators must possess strong self-discipline, integrity, and moral character, along with professionalism, adaptability, reasoning ability, and excellent communication skills. Bilingual or multilingual capabilities are preferred. Investigators will conduct investigative passes at identified retail stores, including undercover purchases and attempts to acquire non-SNAP eligible items or traffic SNAP benefits, all in accordance with FNA investigative parameters. All work must comply with NIST requirements and applicable federal laws and regulations. The contract will include a base period and four option periods, for a total potential period of performance not to exceed five years. Deliverables include investigative pass results, case reports, and daily and monthly management reports. The government will provide access to FNA data systems and Electronic Benefit Transfer (EBT) cards, but no facilities, workspace, or equipment will be provided. All contractor personnel will require a National Agency Check with Inquiries (NACI) Tier 1 background investigation.
