Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate a sole-source contract with Circana, LLC for non-personal services to provide seafood sales data. This includes Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data. The data is critical for NMFS economists in monitoring and reporting on the seafood sector, developing consumer demand models, and forecasting economic conditions for the commercial fishing industry. The SupplyTrack POS data will include detailed attributes down to the UPC level for fish, other seafood, and shellfish, with breakdowns at the Census Division level. It will cover monthly data from January 2025 to December 2025, including units, dollars, and pounds. The OmniMarket POS data will cover Circana Fresh (Perimeter) Seafood and Frozen Seafood data, including category, sub-category, and UPC/item detail. It will provide data for Total US MULO+ with Conv and available states, with various measures such as dollar sales, unit sales, volume sales, and distribution metrics. This data will cover monthly periods from Q3 2025 to Q2 2026. The annual subscription period of performance is from June 30, 2026, to June 30, 2027. Circana is identified as the sole source because their data is unique, highly specialized, and has been used by NMFS for years, allowing for consistent time-series analysis. Failure to acquire this data would limit NMFS's ability to report and analyze trends in retail seafood demand and develop predictive tools for the fishing industry.
