Description
The DeKalb County School District (DCSD) is seeking qualified vendors to provide community-based action planning services. These services are part of the Student Assignment Project and will focus on facilitating Community Action Team (CAT) meetings across identified school clusters to address system challenges such as overcrowding, under-enrollment, and program placement. The selected firm will be responsible for planning and leading engagement efforts, ensuring all voices, especially underrepresented ones, are heard. The findings from each cluster will be compiled, analyzed, and submitted to the Superintendent and the Board of Education. The firm must operate as a neutral, third-party facilitator, capable of managing complex collaborations and diverse geographic clusters. Key responsibilities include developing a selection process for CAT members, facilitating in-person meetings, providing trained facilitators, managing large and small group discussions, collecting and analyzing stakeholder feedback, and preparing detailed reports and presentations. Services are expected to be provided over a 12-18 month period, divided into two phases: Fall 2026 focusing on overcrowding and boundary review, and Spring 2027 focusing on under-enrollment. The firm must also ensure multilingual engagement and provide qualified interpreters as needed.
