Description
The State of Rhode Island is seeking proposals for Communications, Marketing, and Advertising Services to establish a Master Price Agreement (MPA479). Vendors can apply for one or more of the following service categories: strategic marketing/outreach consultation, technical services (including production of materials), research-based services, and media buying services. Current MPA-479 vendors are required to submit technical proposals for review. The scope of work includes strategic communication planning, crisis communication, media relations, public relations, media training, outreach, special events planning, media monitoring, and general communication support. Technical services may involve media production (copywriting, design, print, photography, video, radio) and web-based applications. Research services can include focus groups and surveys, with a focus on measuring campaign effectiveness. Media buying services encompass planning, negotiation, purchasing, placement, verification, reconciliation, and outcome measurement, with an emphasis on ethical practices and transparent reporting. Vendors must demonstrate expertise in social marketing principles and working with diverse populations. The solicitation outlines requirements for technical proposals, including an executive summary, experience, capacity, staffing, work plan, and approach. For media buying services, specific requirements include organizational talent, references, and knowledge of various media channels and advertising strategies. The contract period is initially three years, with potential for two additional 12-month renewals.
