Description
The U.S. Consulate General in Ciudad Juarez requires Spanish language instruction services to help U.S. direct-hire employees and eligible family members achieve and maintain Department of State National Foreign Affairs Training Center (NFATC) Spanish language comprehension standards. The instruction will focus on communication with native speakers across various topics such as Mexican culture, general interest, conversational skills, and consular interview skills. The program includes developing speaking, listening, and reading skills to a NFATC standard of 3 in speaking, and comprehension of relevant media and face-to-face conversations. Job-relevant language terminology will be incorporated. The services will be offered at beginner (L001), intermediate (L002), and advanced (L003) levels. The contractor will be responsible for documenting student progress, providing training recommendations, and offering monthly counseling to students. Language enrichment and cultural immersion activities, such as community-based conversational practice and local excursions, will also be coordinated with the Post Language Officer (PLO). Instruction will be provided Monday through Friday at the U.S. Consulate General in Ciudad Juarez, with an anticipated average of 15 instructional hours per week. Classes will be for 50 minutes each, with no more than five students per group, unless otherwise agreed upon. The contractor will provide all instructional materials, including texts, exercises, handouts, tests, and audio-visual media, as well as consumable classroom supplies. Qualified instructors who can obtain local security clearance are required. Monthly attendance reports and invoices are due to the PLO for review and approval.
