Description
The Department of Elementary and Secondary Education (DESE) is procuring a statewide affiliate and fiscal agent to collaborate with Dolly Parton's Imagination Library and school districts. This role is mandated by RSMo 178.694 to provide reading selections. Due to the unique partnership models available from the Imagination Library, the method of fund appropriation, and specific statutory language, the State must utilize The Dollywood Foundation as the affiliate and fiscal agent. This requirement is considered proprietary and available only from a single provider, thus qualifying as a Single Feasible Source contract under RSMo 34.044. The contract period is from July 1, 2026, through June 30, 2027, with two one-year renewal options.
