Description
The Pan American Health Organization (PAHO) is seeking a service contractor to develop a Health National Adaptation Plan (HNAP) for Trinidad and Tobago. This project, scheduled from July 6, 2026, to February 5, 2027 (8 months), aims to translate the findings of a 2025 Health Vulnerability and Adaptation Assessment into a prioritized, costed, and implementable framework. The contractor will be responsible for groundwork, including SWOT analysis and communication planning, conducting sensitivity and health impact assessments, identifying and prioritizing adaptation actions, and developing implementation strategies. The scope of work also includes promoting coordination with other sectors, estimating resource needs, and developing a monitoring and review plan for the HNAP. The contractor will work from their normal place of residence, with an option for two trips to Trinidad and Tobago to be costed separately. Technical expertise in health systems, climate change and health, data collection and analysis, impact assessment, and liaising with national authorities is required, along with an advanced degree in public health or environmental sciences and 3-5 years of relevant experience. Fluency in English is essential.
