Description
The National Park Service (NPS) is soliciting bids for the demolition and removal of a composting toilet structure and its associated appurtenances at the Aimakapa Fishpond site within Kaloko-Honokōhau National Historical Park, Hawaii. The existing composting toilet units have ceased to function and the structure has degraded over time, leading the park to determine that a composting toilet is no longer appropriate for the site. The scope of work includes the removal of the composting toilet chambers, drums, blowers, fans, ducts, hoses, conduit, wire, controls, panels, lights, hardware, fasteners, batteries, toilets, bathroom fixtures, sewer pipes, ventilation pipes, gutters, downspouts, and concrete foundations. All components must be removed from the site and disposed of at a permitted solid waste landfill. The contractor must ensure 100% containment of waste during the removal and transport of the composting chambers. Special handling and disposal may be needed for compost chambers, batteries, and fluorescent lamps. Significant mitigation measures are required due to the location on a historic trail and the need to protect natural and cultural resources. These include restrictions on vehicle and equipment types, weight, and dimensions, as well as requirements for rubber tires or road pads on tracked equipment. All equipment must stay within marked work areas, and heavy equipment must remain on-site during the demolition period to minimize traffic on the historic trail. Measures to prevent damage to lava rock surfaces are also specified. The historic trail will generally remain open to visitor use, requiring the contractor to exercise caution and potentially use barriers to direct foot traffic.
