Description
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is soliciting quotations for the supply, delivery, preventive maintenance, and warranty support for three (3) Sport Utility Vehicles (SUVs). These vehicles are intended as a donation to the Government of Costa Rica's Coast Guard Special Maritime Interdiction Unit to enhance their operational capabilities in combating drug trafficking and organized crime. The SUVs must be diesel-powered, 4x4 with a manual transmission, and possess specific off-road capabilities including a minimum ground clearance of 230mm, an approach angle of at least 30 degrees, and a snorkel intake system. They should have a minimum passenger capacity of 9, a minimum towing capacity of 3,500kg, and be equipped with safety features such as ABS, VSC, and multiple airbags. Required accessories include a roof cargo basket, front-mounted electric winch, and heavy-duty bumpers. The vehicles must be Navy Blue or white and comply with Costa Rican environmental and emissions standards. A comprehensive manufacturer warranty of at least three years or 100,000 kilometers is required, with demonstrated availability of authorized warranty service, technical support, and spare parts within Costa Rica. The contract will be a Firm-Fixed-Price (FFP) award. In addition to the vehicles, the contractor will provide a preventive maintenance package for three years or 100,000 kilometers, and all shipping, transportation, freight, logistics, and delivery services to the U.S. Embassy in San Jose, Costa Rica. The delivery period is no later than ninety (90) calendar days after contract award. Award will be made to the responsible offeror whose quotation is technically acceptable and offers the lowest evaluated price.
