Description
The Marine Corps Installations Command (MCICOM) is conducting market research to identify potential sources for a modern, cloud-based food service management system (MCFMIS). The current system, in use since 1997, requires modernization to meet current cybersecurity standards, financial policies, and technological advancements. The desired solution should be a Commercial-Off-The-Shelf (COTS) product, extendable to meet unique Marine Corps needs, and capable of operating in both connected and disconnected environments. Key requirements include core food management functionalities (menu planning, inventory, financial management), a cashless Point of Sale (POS) system utilizing CAC scanning, bi-directional integration with DoD systems (DAI, MCTFS, STORES), and a cloud-based architecture compliant with DoD security standards (RMF, STIGs). The system should also feature robust data warehousing, data migration capabilities, and a Business Intelligence (BI)/Artificial Intelligence (AI) module for advanced analytics and reporting. Support services such as deployment, training, and 24/7 help desk support are also anticipated. Interested parties are requested to submit capability statements detailing their company information, experience with similar COTS deployments (especially in food service management for government agencies), integration experience with specified DoD systems, and their approach to RMF accreditation. Vendors should also describe their proposed COTS solution, including architecture, mobile application capabilities, data migration strategies, BI/AI features, POS capabilities, implementation and support models, and pricing structures. The anticipated NAICS code is 511210 (Software Publishers), but alternative codes may be proposed.
