Description
The Texas Water Development Board (TWDB) is soliciting proposals for web-based live streaming, hosting, archiving, and public access services. These services are required to support statutory transparency requirements for public hearings and meetings held by the TWDB. The selected vendor will provide a cloud-hosted webcasting and archival platform to broadcast designated public hearings and meetings live and archive them for long-term public access. The scope of services includes providing live and delayed webcasting for approximately 15-18 meetings annually, each lasting one to four hours. This involves three-camera coverage with high-definition audio/video, ensuring a sufficient internet connection for quality streaming, and providing an encoding computer and necessary hardware/software. An on-site audio/video technician will be required. Archived meetings must be ADA compliant and available for viewing within 24 hours of the meeting's end, with storage for at least two years. The vendor must also provide a website for hosting live and archived broadcasts, ensure 100% service availability, offer interactive agendas with markers for agenda items, and provide technical/customer support to viewers. A continuity of operations/disaster recovery plan is required, along with annual testing and reporting. The vendor must also have closed captioning capabilities that meet Section 508 Standards and Texas accessibility rules.
