Description
The Air Force Research Laboratory (AFRL) Detachment 7/SST at Edwards AFB, California, is conducting market research for the Aerospace Systems Technical Research and Operations Services II (ASTROS II) requirement. This RFI follows a previous one and is seeking to identify capable and interested Small Businesses. The anticipated NAICS code is 541330 (Engineering Services) with a size standard of $47.0 Million in average annual receipts. The scope of this contract involves evaluating, engineering, reconfiguring, and modifying experimental research test equipment, stands (Property, Plant, & Equipment - PP&E), and systems. The contractor will perform research and development test operations, provide test operations support, and maintain special test equipment and support infrastructure. The testing scales range from small bench-scale liquid engine components to launch booster-class engines and strategic rocket motors. This includes engineering, modifying, operating, and deactivating fuel and oxidizer propellant systems for various hazardous propellants. Ancillary alterations to Real Property are authorized only when necessary for the primary PP&E test systems and require Contracting Officer approval. Respondents are requested to submit a Capability Statement addressing company profile, technical capability in areas such as engineering services for aerospace test equipment, hazardous material handling, and compliance with environmental, safety, and occupational health regulations. Crucially, given the contract's estimated magnitude of $250 Million to $400 Million and the small business size standard, respondents must detail their capacity for subcontracting limitations, financial capacity, and strategies for staffing, clearing, and retaining specialized personnel in the Edwards AFB area.
