Description
Pierce County intends to make a directly negotiated purchase for Designated Crisis Responders (DCRs) to assist individuals experiencing mental health and/or substance abuse challenges, particularly those utilizing or near the Pierce Transit system. This is a sole source procurement exemption, not a competitive solicitation. The Hardship Assistance Response Team (HART) aims to provide timely and effective support, reducing the burden on law enforcement and first responders where appropriate. The scope includes providing DCRs authorized by the region's Behavioral Health Administrative Services Organization (BH-ASO) to assess individuals and provide support. While the primary focus is on individuals near the Pierce Transit system, the scope may extend to individuals outside this area. The estimated initial term of the contract is 18 months with an estimated cost of $700,000, with potential for four additional one-year extensions. The justification for this sole source exemption is that Multicare Behavioral Health is currently the only entity employing DCRs authorized by the BH-ASO, Carelon, which administers Pierce County's mental health treatment network and crisis response system.
