Description
This Request for Information (RFI) seeks information regarding the development of a public-facing online water data portal and dashboard solution. The goal is to gather general functionality and pricing structures to inform a potential future Request for Proposal (RFP). The State of Indiana is looking to create a centralized, publicly accessible platform to share real-time data on water resources, usage trends, and infrastructure status, as directed by Executive Order 25-63. Key features desired include integration of data from multiple public sources, a dashboard format for easy understanding, near real-time data availability, downloadable data, trend analysis tools, and spatial scalability. The solution should be compatible with existing state systems, including a new database system for Groundwater Well Log and Significant Water Withdrawal Facility data, and potentially data from the USGS, National Weather Service, and Purdue University. Respondents are encouraged to provide information on recommended technical architecture, experience with similar public-sector or water-resource data platforms, integration approaches, hosting and maintenance options, cybersecurity and ADA considerations, estimated implementation timelines, general pricing structures, and phased implementation approaches. The RFI also asks about the use of Artificial Intelligence (AI) in solutions and by developers. Hosting options include a state-owned cloud tenant (preferred), vendor-hosted cloud tenant, on-premises solutions with vendor-provided hardware, or on-premises solutions with state-owned hardware. The State strongly prefers a cloud-based service offering within a state-owned cloud tenant.
