Description
The Indiana Department of Administration (IDOA), on behalf of the Indiana Department of Correction (IDOC), is issuing this Request for Information/Innovation (RFI) to gather insights for a modern, unified digital environment. The goal is to streamline correctional operations and improve outcomes for both incarcerated individuals and public safety. The IDOC is looking for an open-source, extensible platform dedicated to corrections data integration and decision support, covering the full continuum from incarceration through reentry and community supervision. The current Offender Management System (OMS) has limitations, with many documents still being processed manually. The IDOC requires assistance in bridging the gap between their OMS and digital document database, and in digitizing and auto-populating fields in intake documents. The solution should provide real-time, actionable intelligence to frontline staff, identifying individuals eligible for release, parole, or earned credit, and alerting staff to administrative bottlenecks. The ultimate aim is to develop cloud-based dashboards that provide organizational insight to administrators, staff, and the public through aggregate and/or anonymized datasets, replacing existing manual reports.
