Description
The State of Indiana, through the Department of Administration on behalf of the State Personnel Department, is soliciting proposals for a Fiscal and Technical Administrator for the State Employees' Community Campaign (SECC). The SECC is Indiana's annual workplace giving program for state employees, enabling donations through payroll deductions, one-time contributions, or special events. The selected vendor will be responsible for fiscal administration, including secure processing and quarterly distribution of contributions to over 1,500 eligible non-profit organizations, as well as technical platform management for the online giving portal. The role also includes customer support for donors, charities, and agency coordinators, and campaign support services such as event-based donation processing and data protection. The campaign aims to raise $1.5 million annually with at least 25% participation from over 30,000 state employees. The contract will be for an initial one-year period with four one-year renewal options, for a total of five years. The proposal submission deadline is July 14, 2026.
