Description
This solicitation is for subsurface rotary drilling services for Project AMD 17(1416)107.1 at the Hollywood AMD Treatment Plant in Huston Township, Clearfield County, Pennsylvania. The contractor will be responsible for furnishing all labor, technical assistance, equipment, tools, and materials necessary to perform the contract tasks, which include drilling pilot boreholes, boreholes to accommodate various casing pipes (steel, PVC), and sealing unsuitable boreholes. The project involves working with abandoned mine reclamation and sludge disposal. Key requirements include mobilization and demobilization, drilling of boreholes to specific depths and diameters, furnishing and installing casing pipes (18-inch steel, 14-inch PVC, 8-inch SDR17 PVC), and tremie-grouting the annulus spaces. The contract also includes provisions for pilot borehole abandonment, stand-by time, and inspections. The contractor must comply with federal requirements such as the Build America, Buy America Act, Davis-Bacon Act, and FFATA, as well as state requirements including the Steel Products Procurement Act and enhanced minimum wage provisions. Insurance requirements include Workers' Compensation, Comprehensive General Liability, and Automotive Liability. The contract term is from execution until December 31, 2026. Bids must be submitted electronically by 2:00 p.m. on Thursday, June 18, 2026. The contract will be awarded to the lowest responsive and responsible bidder.
