Description
This project involves the installation of temporary work zone traffic control, construction of temporary water management facilities, removal of an existing 24-inch CMP pipe, and installation of a new 96-inch diameter aluminum culvert. The scope also includes trench resurfacing and the installation of drainage markers. This solicitation is restricted to contractors certified by the State of Oregon as an Emerging Small Business (ESB) per the guidelines of the Certification Office for Business Inclusion and Diversity (COBID). The selected ESB firm must perform at least 51 percent of the labor on the project using their own workforce. The work is scheduled to begin after Notice to Proceed, with in-water work not permitted before July 1, 2026. Substantial completion is targeted for September 30, 2026, and final completion by October 7, 2026. Liquidated damages will apply for failure to meet the substantial completion date.
