Description
The North American Industry Classification System (NAICS) code for this opportunity is 513210 - Software Publishers, with a size standard of $47 Million. The Product Service Code (PSC) is 7A21 - Business Application Software (Perpetual License Software). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLCN) - Philadelphia intends to solicit for BMC Helix ITSM SaaS on a sole-source, brand-name basis, as only BMC Software, Inc. holds the proprietary information for this platform. This solution will replace the current on-premises ITSM system with a modern, FedRAMP Moderate-authorized SaaS-based platform to support enterprise service management across the National Defense University (NDU). The procurement includes BMC Helix ITSM SaaS, licenses, implementation, and training. The NDU Information Technology Directorate (ITD) currently uses BMC Footprints but requires a cloud-first, SaaS solution accessible from any location for all authorized users, including students. The new platform must align with Federal cloud-first initiatives, maintain FedRAMP Moderate authorization, and support integrated ITIL capabilities, enterprise service catalog, workflow automation, and API integration with Microsoft Teams. The goal is to improve customer experience, operational efficiency, and sustainability.
