Description
The United States Secret Service (USSS) Technical Security Division (TSD) requires the procurement and outfitting of six custom-built, special-purpose armored delivery vehicles. These vehicles will be used to support the agency's protective mission and will be deployed worldwide. The contractor will be responsible for providing all necessary personnel, equipment, and materials to complete the project. Each vehicle will be based on a medium-duty truck chassis (similar to a Ford F-550/650 or Chevrolet 5500/6500) with a flatbed and an integrated A-frame. Key specifications include a Gross Vehicle Weight Rating (GVWR) not exceeding 26,001 lbs, a maximum height of 9 feet 9 inches, and appropriate tie-down points for US Air Force cargo certification. The vehicles must be capable of driving on and off C-17 and C-5 cargo planes without additional ramps or lifts. The outfitting includes a flatbed with specific dimensions, an A-frame capable of supporting up to 6,000 lbs of transparent armor, a retractable cover for the flatbed, and a built-in storage area for equipment. The vehicles must also be prepared for emergency lighting installation. The period of performance is an eight-month base period upon award. All services will be performed at the contractor's facility, located within a 150-mile radius of Washington, D.C. The Government will approve the preliminary vehicle design before purchase and the final outfit design before construction. Comprehensive functional testing will be performed on each vehicle, followed by a Government inspection and acceptance. The contract will be a Firm-Fixed-Price type, and the Department of Labor Service Contract Act (SCA) Wage Determination # 2015-4309 applies.
