Description
The Department of the Interior (DOI), on behalf of the National Park Service (NPS), intends to issue a one-time, stand-alone Firm-Fixed-Price (FFP) purchase order for 75 Angel Armor External Vest Systems (EVS) with delivery required in August 2026. This acquisition is being conducted under the Revolutionary FAR Overhaul (RFO) Part 12 for commercial products. Separately, DOI anticipates establishing a single-award commercial IDIQ with a 5-year ordering period for approximately 75 vests per quarter, with an estimated ceiling of $975,000 and a minimum guarantee of $500. This notice serves as a sole source justification for both actions. All External Vest Systems must be custom-sized, load-bearing carriers compatible with optional air-channel heat-management inserts, NIJ-compliant, and fully compatible with the NPS ballistic panel program. Mandatory compliance with DOI/NPS RM-9 Chapter 29 requires the use of LESES-approved carriers only, and Angel Armor is the exclusive manufacturer of the two LESES-approved models.
