Description
The Treasury Common Services Center (TCSC), acting for the Financial Crimes Enforcement Network (FinCEN), intends to procure on-call moving services from 8(a) contractors. These services are required at FinCEN locations in Vienna, VA, Washington, D.C., GSA in Springfield, VA, the Unicor Recycling Center in Landover, Maryland, and IRS (Coop) in Kearneysville, West Virginia. The North American Industry Classification System (NAICS) code for this opportunity is 484210 for Used Household and Office Goods Moving, and the Product Service Code (PSC) is V301 for Transportation/Travel/Relocation. This requirement is a Total 8(a) set-aside, with no identified subcontracting requirements. The contractor will be responsible for project management and relocation of FinCEN's equipment. Services include planning the move, preparing and packing equipment (including shrink-wrapping electronics and bagging peripherals), loading, transporting, unloading, unpacking, and setting up equipment at destination sites. This may involve stair carries or navigating freight elevators with specialized equipment. The contractor must submit a detailed proposal outlining the work, timeline, available personnel, and vehicles, along with a Certificate of Insurance. All personnel must be U.S. Citizens and wear company-branded shirts. The scope of moving services encompasses a wide range of items, including furniture (desks, credenzas, bookcases, modular furniture, conference tables), file cabinets, safes, whiteboards, office equipment (copiers, shredders, fax machines), paper and record boxes, computers, network equipment, printers, televisions, and excess furniture. Specific experience with modular furniture systems like Teknion, Steelcase, Smed, and Nello Walls is required for de-installation, re-installation, and tear-down without causing damage. The contractor must also provide temperature-controlled temporary storage with barcoding capabilities on an as-needed basis.
