The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department intends to award a Firm-Fixed-Price Purchase Order on a sole source basis to FEI-Zyfer, Inc. for firmware upgrades to the Time and Frequency Reference Measurement System (TFRMS). These upgrades are necessary to accommodate new sources for the TFRMS, which is currently installed and in use at the United States Naval Observatory. The TFRMS architecture leverages proprietary technology developed by FEI-Zyfer, Inc. The proposed firmware upgrade effort is valued at approximately [value not specified in document] and is considered more cost-effective than replacing or redeveloping the entire system.
