Description
The Bureau of ATF intends to award a sole source contract for the renewal and support of the BankScan enterprise software license. This software is critical for forensic and financial investigative casework, enabling the extraction and conversion of bank statement and other financial document data into Excel files. BankScan possesses unique features not available in other products, including specific templates built for ATF's investigative needs and a proprietary version of OmniScan for seamless operation. Continuing this license is essential to avoid losing a key investigative tool and significantly hampering complex case analysis. The proposed contract is for an enterprise license for no fewer than 60 users, with a period of performance from September 30, 2026, to September 29, 2031, if all options are exercised. The estimated cost for the base year is $58,000, with subsequent option years increasing incrementally.
