Submission Instructions
Mail, Email, or Hand Delivery to City Clerk's Office Bids may be submitted by mail, electronic email or hand delivery to the City Clerk. Bids will be received by the City of Independence, Kansas, at the office of the City Clerk, 120 N. 6th Street, Independence, Kansas, until 2:00 p.m. on Thursday, July 2, 2026, at which time bids will be publicly opened and read aloud. Email: davids@independenceks.gov For email submissions, the subject line should clearly state 'Asbestos Abatement Bid'. For hand delivery or mail, ensure delivery to the correct address by the deadline. Please include all required documentation and licenses with your bid submission. Additional details regarding disposal requirements and environmental compliance should be adhered to. The City reserves the right to inspect the work at any time during the abatement process and to request copies of permits, notifications, manifests, disposal records, and other compliance documentation. Ensure all bids are complete and accurate before submission to avoid any informalities or irregularities. Work shall commence within fifteen (15) days of Notice to Proceed and be completed within five (5) days. If the contractor is unable to meet this timeframe, please provide your availability and timeframe to abate this property. Contractors must possess all licenses, certifications, and qualifications required by the State of Kansas and KDHE to perform asbestos abatement activities. Proof of licensing shall be submitted with the bid. If a bidder improperly withdraws a bid or refuses to honor a bid that has been awarded by the City, the bidder shall not be eligible to bid on any City projects for a period of one (1) year thereafter. Please ensure that all required documentation, including proof of licensing and insurance, is submitted with the bid. The City of Independence, Kansas reserves the right to accept or reject any or all bids, to waive any informalities, irregularities, or technical defects in any bid, and to award the contract in the best interest of the City. The City reserves the right to inspect the work at any time during the abatement process and to request copies of permits, notifications, manifests, disposal records, and other compliance documentation. All asbestos-containing waste materials shall be transported and disposed of at a KDHE-approved landfill authorized to accept such materials. The Contractor shall provide waste shipment records, landfill receipts, manifests, and any other disposal documentation to the City within ten (10) business days of project completion. Bidders must possess all licenses, certifications, and qualifications required by the State of Kansas and KDHE to perform asbestos abatement activities. Proof of licensing shall be submitted with the bid. Description

The City of Independence, Kansas, is soliciting bids for the abatement of asbestos-containing materials (ACM) located at 212 W. Laurel Street. The scope of work includes the removal of all wall and ceiling materials identified as ACM, including associated plaster, sheetrock, lath, coverings, and debris. The contractor will be responsible for all aspects of removal, handling, transportation, and disposal in accordance with federal, state, and local regulations, including KDHE requirements. This includes providing all necessary containment systems, negative air machines, air monitoring, permits, notifications, and documentation. The structure is a 1 1/2 story building with a basement, built in 1910, with a calculated area of 1,386 sq ft and living area of 845 sq ft. Bidders must possess all required licenses and certifications from the State of Kansas and KDHE for asbestos abatement. A site walk-through can be arranged by contacting David Cowan. The work shall commence within fifteen (15) days of the Notice to Proceed and be completed within five (5) days. The contractor shall provide proof of General Liability Insurance with a minimum of $1,000,000 in coverage, naming the City as an additional insured, and Workers' Compensation Insurance.
