Description
The Office of Management and Enterprise Services (OMES) Central Purchasing division, on behalf of the Oklahoma Department of Corrections (ODOC), is soliciting proposals for television service. This contract may be designated as a statewide contract, allowing for its use across various state facilities. The scope includes providing and maintaining television service at designated ODOC facilities, with potential for adding, removing, or relocating facilities during the contract term. Services encompass conversion of existing services, setup of new services, installation of required equipment, management of account activations and cancellations, ongoing equipment maintenance and replacements, training of ODOC staff, and providing monthly billing statements for each facility. The contract term is one year, beginning July 1, 2026, with four one-year option periods for renewal. The bid response must address mandatory requirements outlined in Exhibit 4 - Scope of Work, and pricing must be submitted using Exhibit 5 - Pricing, which details estimated numbers of drops per facility and pricing structures for up to five years. The evaluation will be based on a best-value criterion, considering mandatory requirements, price, and references. Bidders must also complete Exhibit 1 - Executive Summary and Company Information, Exhibit 2 - Reference Sheet, and Exhibit 3 - Third Party Supplier Information if applicable. Security requirements at ODOC facilities are stringent and include compliance with identification procedures, vehicle and tool security, minimal interaction with offenders, subject to search, prohibition of contraband, and potential security clearance requirements.
