Description

This solicitation is for a complete, turnkey Crash Net solution for Tinker Air Force Base, Oklahoma. The project involves the Engineer, Furnish, Install, and Test (EFI&T) of a replacement Voice over Internet Protocol (VoIP) Crash Net system. The system will transition the existing analog network to a secure, fiber-optic-based infrastructure to ensure reliable emergency response activation and alert notification, in compliance with Department of Defense (DoD) and Air Force mandates. Key components include the ConsortAlert VoIP Emergency Notification System (primary and backup), rack mount UPS and PDU units, fiber switches, SFP fiber modules, user interface consoles, Cisco VoIP phones and handsets, ForumAlert Edge devices, IP strobes, and IP speakers. The contractor will be responsible for system engineering, installation utilizing government-provided fiber, system configuration to enable multi-location connections via VoIP from a single point, restricting activation control to designated consoles, operating exclusively over fiber-optic lines, providing management software, and configuring call/activation recording capabilities. The system must be compliant with AFI 33-200, CNSSP-11, NIAP, NIST FIPS, MIL-STD-130, DODI 8320.04, DFARS 252.211-7703, and DISA UC Approved Products List. All cryptographic products must have FIPS 140-1 or 140-2 certification. The contractor will also provide comprehensive system testing, including a "ring-out" to all locations, and conduct maintenance and administration training for designated personnel prior to final system turnover. All new equipment and associated software, documentation, and peripherals from the Original Equipment Manufacturer (OEM) must be provided. This is a 100% small business set-aside.
