Description
This is a Sources Sought notice for Air Traffic Control (ATC) services at Fort Bliss, Texas. The U.S. Government is looking to procure these services on a small business set-aside basis, provided at least two qualified small businesses respond with sufficient information. The anticipated NAICS code is 488111, Air Traffic Control, with a size standard of $40,000,000. The scope of services includes providing all project management, supervision, and personnel to perform ATC services supporting aircraft operations within Fort Bliss airspace. This involves managing ATC functions at the Biggs Army Airfield (BAAF) non-approach control tower and Fixed Base (non-tactical) Airspace Information Center (AIC). Services are required to support all departing/arriving aircraft at BAAF and flight following services via an AIC. The contract is anticipated to be a Firm Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 10-month base year (including a 60-day phase-in period) and four 12-month option years, with a potential six-month extension. Key responsibilities include ensuring the safe, orderly, and expeditious flow of air traffic, providing clear and audible recording of all radio and circuit communications, ensuring sufficient personnel coverage for daily and peak operating hours, and providing associated ATC maintenance services for Biggs Army Airfield. Personnel performing ATC operations must possess a current Class IV flight physical and a Federal Aviation Administration (FAA) Control Tower Operators Certificate (CTO) or equivalent. A SECRET clearance is required for all ATC contractor personnel.
