Description
The City of Mount Vernon is requesting Statements of Qualification (SOQ) for architectural and engineering (A&E) professional services for the 2026-27 Overlay and ADA Improvements project. This project, funded by local Transportation Benefit District funds, will involve civil engineering design and the preparation of plans, specifications, and estimates (PS&E). The project scope includes rehabilitation of Urban Avenue, an urban collector street, using a mill and overlay method, with potential full-depth asphalt replacement in distressed areas. Key features include roadway shoulder stabilization, restoration of channelization and bike lanes, pedestrian accessibility improvements to meet ADA guidelines, identification of utility features, and stormwater utility improvements. The selected consultant will also be responsible for all basemap and existing elevation point surveying, as as-built records are limited. The scope does not include adding new sidewalks or curbs and gutters where they do not currently exist. The anticipated timeline includes commencing civil engineering design services by September 2026, completing design, and advertising for construction by early 2027 for a summer 2027 construction schedule. The City seeks to select a consultant through a review and scoring of SOQs, followed by interviews and contract negotiations.
