Proposals will be received until 12:00 PM July 24, 2026 in the Town Manager's Office, 15 North Granby Road, Granby CT 06035. An electronic submission must also be provided, either on a flash drive and sent with the written responses or sent via email to Mike Walsh, Town Manager, MWalsh@Granby-ct.gov. Any addenda will be posted on the Town's website by July 6, 2026. All respondents are responsible for checking the Town's website for the presence and content of all addenda. The RFP document is available on the Town's website at www.granby-ct.gov under Bid Opportunities, RFP/RFQ (hereafter referred to as the Town's website). Proposals received by the Town will be reviewed for completeness and clarity. They will be evaluated in accordance with the Proposal Evaluation Criteria above and the firm(s) to be interviewed, if any, will be determined. Description

The Town of Granby is soliciting proposals from Connecticut licensed professional engineers for two primary scopes of work. The first scope involves engineering services for the planning, design, and construction of a replacement athletic/running track and adjacent baseball and softball fields at the high school/middle school complex. The second scope is for on-call engineering services, which may include, but are not limited to, the construction of a year-round bathroom at Salmon Brook Park, the construction of pickleball courts at Salmon Brook Park, the assessment and administration of a sewer pump maintenance project, and other civil engineering tasks related to municipal capital infrastructure. The contract term will be for five years of task-order, project work, with the Town retaining sole discretion over project assignments. Proposals must include the name, address, phone number, and email address of the submitting person; a narrative outlining personnel qualifications and relevant experience with similar projects; at least three references with names and phone numbers of contact persons; a proposed fee schedule; and any information to allow the Town to apply the Proposal Evaluation Criteria. Evaluation criteria include relevant experience, understanding of services, capacity to complete services, and cost proposal. The Town reserves the right to award to the proposal deemed in the best interest of the Town, not necessarily the lowest cost. Insurance requirements include Workers' Compensation, Commercial General Liability (minimum $1,000,000 per occurrence/$3,000,000 aggregate), Automobile Liability ($1,000,000), Excess Liability ($1,000,000 per occurrence/aggregate), Professional Liability ($1,000,000 per occurrence), and Errors and Omissions Insurance ($2,000,000 per occurrence/annual aggregate). The awarded respondent must name the Town of Granby as an Additional Insured on all policies except Workers' Compensation. All proposals are subject to the State of Connecticut Freedom of Information Act.
