The Department of Veterans Affairs Network Contracting Office (NCO) 10 is soliciting for a reliable, continuous, and regulatory-compliant supply of blood and blood components to support inpatient and outpatient clinical services at the Louis Stokes Cleveland Veterans Affairs Medical Center (CLEVAMC). This requirement is mission-critical and necessitates procurement from a qualified and properly licensed blood supplier due to stringent federal qualification criteria, FDA licensing requirements, donor screening standards, interstate shipment authorizations, and biologics regulatory oversight. The contractor shall provide all labor, materials, testing, processing, packaging, transportation, regulatory compliance, and associated services necessary to supply blood and blood components. This includes maintaining operational capability for routine, urgent, and emergency transfusion requirements, with access to specialty blood products and immunohematology reference services. The contractor must also support continuity of blood product availability during periods of increased demand, regional shortages, disasters, or public health emergencies. Blood products must meet all FDA transfusion suitability standards, be collected using closed aseptic systems, and properly labeled. Specific requirements are detailed for Red Blood Cells, Platelets, Cold Stored Platelets, and special processing like irradiation and washing. Donor blood must be compliant with FDA regulations and eligibility criteria. The contract will be a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Base Year (July 1, 2026 - June 30, 2027) and four Option Years (through June 30, 2031). The minimum ordering quantity for the Base Year is estimated at $450,000.00, with a maximum cumulative value of all orders not exceeding $7,000,000.00. Deliveries are required 24 hours a day, seven days a week, including national holidays for emergency STAT and critical emergency deliveries. The place of performance is the CLEVAMC receiving/loading dock at 10701 East Boulevard, Cleveland, OH 44106. Quotes are due by 5:00 p.m. EST on June 18, 2026, and should be submitted via email to rachelle.hamer@va.gov. Award will be based on best value considering Technical Capability, Past Performance, and Price.
