Description
The City of Cedar Rapids is soliciting bids for services related to the excavation, hauling, and disposal of approximately 50,000 tons of lime sludge annually from the Northwest Water Treatment Plant. The sludge is a byproduct of the lime softening process and is stored in three lagoons. The contractor will be responsible for removing water from the lagoons prior to sludge removal and for any necessary dewatering. The primary method of disposal is expected to be land application as an agricultural lime product (soil conditioner), with strict requirements for storage sites to prevent contamination. Alternatively, if the sludge is to be used as a reusable resource, a Beneficial Use Determination (BUD) from the Iowa Department of Natural Resources will be required, along with a detailed plan and prior written approval from regulatory agencies. The contractor must provide all equipment, labor, and resources, including a certified scale for weighing each load. All transport, handling, and final disposition must comply with applicable federal, state, and local regulations. The contract will have an initial term of one year, with four additional one-year renewal options.
