The Utilities Commission, City of New Smyrna Beach, Florida (NSBU) is seeking Master Developers for Phase 1 of a four-phase redevelopment program for their Western Utility Complex (WUC). This phase focuses on enhancing the long-term value, operational functionality, and strategic development potential of the WUC through a collaborative, market-driven master planning and entitlement process. Proposals are being accepted for two separately awardable components: Component A focuses on conceptual planning and entitlement strategy development for the public utility campus and operational facilities. Component B focuses on conceptual master planning and entitlement strategy development for the private development parcels. Respondents may submit proposals for one or both components, but each will be evaluated, negotiated, and awarded independently. The scope includes developing a foundational vision, land use strategy, entitlement framework, and development approach to guide subsequent phases. The NSBU values innovative thinking and a solutions-oriented approach, encouraging creativity and technical expertise to identify opportunities, address constraints, and support achievable, phased development outcomes.
