Description
The County of Orange is soliciting Statement of Qualifications (SOQ) from qualified firms for design and construction services to replace the Parking Access Revenue Control System (PARCS) at John Wayne Airport. This project involves updating aging equipment, including gate arms, kiosks, and License Plate Recognition (LPR) technology, implementing a cloud-based management system with business intelligence and dashboards, updating signage, and removing existing two-hour parking restrictions and related equipment. The scope includes work at Parking Structures A1, A2, B2, C, the Main Street Parking Lot, and the T-Lot. The selected firm will be responsible for full field investigation, preparation of engineered drawings, turnkey system implementation, cutover from the existing system with minimal downtime, and removal of obsolete PARCS equipment. The project aims to provide a modern, cashless, unattended parking system. This is a two-step procurement process. Firms will first submit SOQs, and selected respondents will be invited to submit proposals through a Request for Proposals (RFP) phase. The estimated project budget for bonding purposes is $6,000,000.
