Description
Escambia County is soliciting proposals for the supply, cleaning, preparation, transportation, and precise deployment of one or more vessels, each exceeding 85 feet in Length Over All (LOA), to be used as artificial reefs. The deployment will occur within the Escambia Southeast Artificial Reef Site or the LAARS East Artificial Reef Site. These sites are permitted by the Army Corps of Engineers (ACOE) and the Florida Department of Environmental Protection (FDEP). The scope of work includes the acquisition of the vessel, with title transferring to Escambia County upon successful deployment in compliance with all regulations and permit conditions. The contractor is responsible for cleaning the vessel, removing all fuels, oils, greases, debris, furnishings, and flaking paint, with proper disposal of all removed materials. Fuel tanks must be certified clean by a qualified testing facility, and no petroleum residues or PCBs should remain on the vessel. The Marine Resources Division (MRD) will provide precise deployment coordinates once a purchase order is issued. Proposals must detail the vessel's construction, condition, habitat value, and stability, along with the contractor's experience in deploying similar vessels at comparable depths and locations within the last five years. The contractor must also outline their deployment capabilities, including methods for determining and reporting precise deployment coordinates, and provide a detailed project plan for cleaning, preparation, and deployment. Pricing should reflect the total cost of the vessel deployed on the seafloor in compliance with all regulations and permit conditions.
