The City of St. Helena is soliciting proposals for professional services to provide construction inspection and management for the Bell Canyon Intake Tower and Valve House project. This complex project includes modifications to a reservoir, marine structures, large piping and valves, and the valve house building itself. The project also involves stream channel work below the reservoir and is subject to inspection by the California Department of Water Resources, Division of Safety of Dams. The selected consultant will be responsible for constructability review, construction cost and schedule review, construction management, and construction inspection. Key personnel, including a Project Manager and Resident Engineer (both California Registered Engineers), along with Construction Inspectors, are required. The scope of work encompasses pre-construction services such as reviewing contract documents and preparing for pre-bid conferences, as well as construction management and inspection services including project coordination, schedule management, payment recommendations, submittal management, RFI management, and change order administration. Proposals should detail the project team's qualifications, project approach, project schedule, relevant experience, and a fee proposal. The City anticipates awarding the contract by July 28, 2026, with construction activities potentially starting in spring/summer of 2027 due to long lead times for procurement.
