Description
The Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO) intends to award a sole-source purchase order to Patriot Group International (PGI) for specialized Red Cell Surveillance Team support, secure non-standard lodging, and tactical training support. This requirement is based on PGI's proprietary 'Buzzard' Program of Instruction (POI), which is essential for achieving strict interoperability with operational mission partners. The services include providing a highly specialized Red Cell Surveillance Team capable of simulating realistic adversaries, conducting participant performance evaluations using the 'Buzzard' POI, and managing secure, non-standard participant lodging. The Performance Work Statement (PWS) further details that the contractor will provide all personnel, labor, equipment, and services necessary for the Mission Rehearsal Exercise (MRX). This includes continuous physical and technical surveillance, providing feedback on the training unit's digital and physical signatures against 'Buzzard' POI standards, and recruiting/managing surveillance role players. The acquisition and management of non-standard lodging, such as Airbnb or temporary housing, is also a key requirement due to the sensitive nature of the training. The period of performance for the exercise execution is from July 28 to August 15, 2026, with planning activities commencing upon award.
