Description
The Department of Veterans Affairs (VA) Palo Alto Health Care System (VAPAHCS) requires a service contract for the development of Lockout/Tagout (LOTO) procedures and site training for all equipment requiring LOTO to control the release of hazardous energy. This is in accordance with VHA Directive and governing NFPA codes and OSHA standards. The contractor will be responsible for providing all labor, materials, equipment, supervision, and administrative support necessary for the development of LOTO procedures for approximately 900 pieces of equipment. This includes creating specific visual LOTO procedures for each piece of equipment, identifying energy hazards, and developing isolation and verification procedures. The contract also requires the development of a management system for LOTO procedures, including auditing and quarterly spot checks, and providing training to staff. Deliverables include authored LOTO procedures, printed and installed procedures and tags, a project desk binder with digital copies, and annual site evaluations and training sessions.
