Description
The Bureau of Reclamation is offering funding through the WaterSMART Cooperative Watershed Management Program (CWMP) to eligible entities for developing local solutions to water management needs. This program supports watershed group development, restoration planning, and the planning and design of watershed management projects. The goal is to promote water reliability and cooperation among diverse stakeholders to address water issues and optimize water resource use. Eligible applicants include existing or newly forming watershed groups located in specific Western states and territories. Applicants can be state, tribal, local, or special districts, local governmental entities, interstate organizations, non-profit organizations, or institutions of higher education. Federal governmental entities and individuals are not eligible. Funding is available for activities such as developing mission statements, conducting outreach, gathering information on watershed issues, developing restoration plans, and planning/designing specific watershed management projects. Administrative and coordination costs are capped at 20% of the award, and monitoring/fieldwork costs are limited to 50% of the federal funding. Applications are submitted through Grants.gov and require registration in SAM.gov. The program has multiple submission deadlines throughout 2026, 2027, and 2028. Awards range from $50,000 to $300,000 per applicant over a three-year period, with an estimated total program funding of $25,000,000. Evaluation criteria include watershed group diversity and geographic scope, strategies to address watershed needs, readiness to proceed, alignment with presidential and Department of Interior priorities, and voluntary cost-share contributions.
