The Public Utility Commission of Texas (PUCT) is issuing a Request for Proposals (RFP) for a contractor to manage and operate the Audio Newspaper Assistance Program (ANP). This program provides a free telephone-based service that allows blind and visually impaired persons access to the text of newspapers through synthetic speech. The selected contractor will be responsible for establishing and operating all aspects of the ANP, including obtaining necessary hardware, software, and licenses, and ensuring compliance with all relevant Texas Administrative Code requirements. The ANP must convert newspaper text into synthetic speech, offering users a variety of navigation features, voice selections, adjustable speaking rates, and customer service support during business hours. The system must maintain at least 99% operationality. The contractor will acquire and update content from at least ten Texas newspapers and any accessible national newspapers, including English and Spanish versions where available. The program also aims to include television program listings and job placement ads. Registration for eligible users can be completed via mail, fax, phone, or a website. The contractor must retain user records for seven years and develop a detailed 4-year marketing plan to increase program participation. Upon contract termination, the contractor must transfer existing agreements to a new provider. The anticipated contract period is four years with no option for renewal.
