Description
The City of Malibu is soliciting Statements of Qualifications (SOQ) from qualified consultants to provide on-call environmental review services with expertise in the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). The primary services requested include the preparation of environmental review documents and technical studies for applicant-sponsored and City-sponsored projects. Additional services may include peer review of technical studies, standalone environmental studies, legislation tracking, mitigation measure development, support for grant applications, and tribal consultation. Consultants must demonstrate experience with CEQA and NEPA, with a preference for those experienced in the Coastal Zone and familiar with the Coastal Act and Local Coastal Programs (LCPs). The scope of services encompasses environmental review document support, technical analysis across various environmental issues, project coordination, mitigation measure development, tracking of CEQA/NEPA legislation, environmental review support for grant applications, and training sessions. Respondents must be capable of producing quality, legally defensible environmental documents and deliverables that are well-written and easily understood. They must also have the ability to share and access files and documents with the City on a secure cloud-based system, such as Microsoft SharePoint. The agreement will be for a two-year term.
