Description
The Federal Railroad Administration (FRA) intends to award a sole-source contract to Corsentino Construction, Inc. for the replacement of the existing electric fire suppression pump system and various isolation underground valves in and around the Pump House at the TTC. Corsentino Construction, Inc. was selected because they previously performed the initial inspection and have developed a comprehensive understanding of the TTC infrastructure. This specialized knowledge is not easily transferable, and introducing a new vendor would require significant time and resources for familiarization, potentially causing delays and increasing performance risk. Maintaining the same vendor ensures consistency in inspection methodology and reporting. The requirement will be procured in accordance with FAR 12, Acquisition of Commercial Products and Commercial Services.
