Description
The U.S. Food and Drug Administration (FDA) is seeking proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide comprehensive occupational safety, policy, laboratory quality, industrial hygiene, information systems, and training support services across FDA headquarters and nationwide facilities. The contract will encompass program and order management, transition services, occupational safety and laboratory quality support, primary barrier equipment maintenance and certification, industrial hygiene support, information and data systems support, and training development and management. The IDIQ contract will have a five-year ordering period with a maximum value of $14,500,000. Individual task orders may be issued as Firm-Fixed-Price (FFP), Time-and-Materials (T&M), or Labor-Hour (LH), or a combination thereof. The initial task order will focus on CBER BSL-3 Annual Re-Verification and Decontamination Services, including laboratory re-verification, primary barrier equipment certification, HVAC testing, VHP decontamination, and biosafety compliance assessments. Proposals will be evaluated using a Best-Value Tradeoff process, with non-price factors (Corporate Experience, Technical Approach, Management Approach, Past Performance) being significantly more important than Price. Offerors must be registered in the System for Award Management (SAM) and submit proposals electronically.
