Description
Cecil County Public Schools (CCPS) is requesting proposals for consulting services to conduct a comprehensive facility utilization evaluation and boundary study. The selected firm will assess current infrastructure, analyze demographic trends, and develop strategic, equitable school boundary recommendations to optimize district resources and accommodate student enrollment for their 28 school buildings. The study aims to identify, justify, and recommend actions for the most effective, efficient, and fiscally responsible use of facilities, including boundary realignment. The project scope includes a detailed analysis of available functional space, examination of facility utilization and boundary adjustment options to maximize services and efficiencies, and assessment of the fiscal and operational impacts of recommendations. The consultant will also be responsible for producing student-count-by-location data, testing alternative boundary scenarios, building and maintaining a secure GIS web application for scenario visualization, and facilitating community engagement sessions and presentations to the Board of Education. The anticipated project schedule includes a kickoff meeting in August 2026, consultant evaluations through October 2026, internal evaluations and scenario finalization through November 2026, community engagement sessions from November 2026 to January 2027, and final report presentations and public hearings through March 2027, with a potential Board of Education vote in April 2027.
