Description
The Drug Enforcement Administration (DEA) requires the relocation of two GC-MS instruments from SFL8 to SFLI for evidence analysis. This sole-source acquisition is intended for Agilent Technologies, Inc., the original manufacturer, as they are the only vendor authorized and trained to de-install, package, transport, unpack, re-install, and properly qualify the instruments according to manufacturer specifications. These services require access to proprietary data, and using another vendor could result in improper handling, instrument damage, and potential impact on warranty coverage. The intended use is to restore the equipment to full operational status following relocation. The acquisition is being pursued on a sole-source basis in accordance with FAR Part 13 and 41 U.S.C. 3304(a)(1), exempting it from full and open competition requirements.
